China plans to establish a data security law to protect the legitimate rights and interests of citizens and organizations

The draft of the Data security Law was submitted to the 20th session of the 13th NPC Standing Committee on June 28.
With the convergence and integration of information technology and human production and life, data of all kinds have been rapidly increasing and accumulating in huge quantities, exerting a significant and profound impact on economic development, social governance and people's life. Data security has become a major issue concerning national security and economic and social development. The formulation of the Data Security Law was included in the legislative plan and the annual legislative work plan of the Standing Committee of the 13th National People's Congress.
First, in accordance with the requirements of the overall national security concept, establish various basic systems for data security protection and management, enhance national data security capacity, effectively respond to national security risks and challenges in the non-traditional field of data, and earnestly safeguard national sovereignty, security and development interests.
Third, based on the actual work of data security, focus on solving prominent problems in the field of data security, the implementation of data activity subjects security protection obligations and responsibilities, effectively protect the legitimate rights and interests of citizens, organizations.
Fourth, to meet the needs of the development of e-government, the establishment of government data security management system and open use rules, and vigorously promote the opening, development and use of government data resources.
